Gabriela Hurtado

Gabriela Hurtado brings over a decade of deep expertise in public health emergency response, with a strong focus on Medical Countermeasures (MCM) and federal coordination. As Jurisdictional Coordinator for Seattle under the Department of Homeland Security’s BioWatch program, Gabriela continues her work in preparedness and response. She previously served as MCM Coordinator in California, leading critical responses to outbreaks like Zika, Hepatitis A, and COVID-19. Her comprehensive experience also includes developing plans and exercises for mass care and shelter operations, HIV surveillance, and strategic planning. Gabriela began her public health career almost 13 years ago as an intern with the City of Long Beach, California, while earning her Health Science degree at CSULB. 

Peter Koonz
As the Tennessee Department of Health (TDH) Medical Countermeasures Coordinator, Peter has nearly a decade in response planning, logistical planning and execution, and public health response. As a member of the National Disaster Medical Service Intermittent cadre of Incident Management Teams, Peter also have a deep understanding of the nature of Federal Response and how the coordination between state, local, and Federal partners during an emergency.
